Unfortunately, the Minecraft server does not natively support bulk adding of users to the whitelist. Each username must be added individually with the whitelist add USERNAME command.
Disabling the whitelist will not affect any currently connected users. However, once the whitelist is disabled, any user can join the server regardless of whether they are on the whitelist or not.
