If things don’t change even when you already put down the Minecraft server commands, then there should be something you should do about the configuration. First of all, you need to have the cheats enabled first. How? By creating a new world and select Allow Cheats button.
When it’s activated, you can basically change the gamemode as freely as you wish. Simply put the cheat commands, and select any mode you want to play. That’s basically how to change gamemode in Minecraft.

You can put down some commands for Minecraft if you want to change difficulty offline. But for server, you’ll have to do something extra. On the control panel of the server, open the configuration files, and then select Server Settings.
After that, you can see the Difficulty field. Now, you may select any kinds of difficulty from the available list.
If you wish to play on creative online, you can always put the /gamemode creative command. But on a server, you’ll have to play in creative servers in order to do so. Unless you’re the owner, you can’t do anything else here.
So if you wish to play creative mode, simply pick one from the multiplayer section. There are some servers dedicated for this mode. You can freely join one an unleash your creativity along with the other players.
If you are the owner and want to check the mode to creative, you can do so by checking the server properties file, and then select change. Scroll until you can find the gamemode option, then simply select creative. From the list, you can pick Adventure, Spectator, Creative, and Survival.
