To be classified as a Settlement with the ability to grow, you must first set the Settlement flag. Once placed, you will see periodic Villagers who you can ask to move in.
Only Swamp Island has the Swamp Biome. There is no Swamp Village island. Willow Sapling, Mushroom, and Cattail are all available on Swamp Island. Sheep, cows, ducks, and swamp slime can all be found here.
A house or room must be closed off with walls and a door. The Settler's happiness will wash away if they do not have a bed, proper flooring, or access to lighting. Settlers will have jobs in the settlement that revolve around their home (typically within a 100-tile radius). It makes no difference where you place the Settlement Flag.
