The Scarlet Forest is easily the best mining farm route. Just set up camp, hit all five outcrops, and loop back after 15 minutes once they respawn.
Two outcrops per zone (total of four). Camping spot nearby for easy resets. Not as dense as Scarlet Forest, but still decent for farming. If Scarlet Forest is too crowded (or you just like the desert vibes), Oilwell Basin is your next best bet.
